In less than one week's time . . . the social event of the season . . . Iraq: A Turning Point by the American Enterprise Institute:
U.S. senator John McCain (R-Ariz.) and U.S. senator Joseph Lieberman (I-D-Conn.) recently returned from a fact-finding mission to Iraq. Both held extensive discussions with U.S. forces and Iraqi government officials. In light of a possible change in course for U.S. strategy in Iraq, their views will be critical in the upcoming Congressional debate. At this important time, AEI resident scholar Frederick W. Kagan and former acting Army chief of staff General Jack Keane will release the updated and final version of phase one of “Choosing Victory: A Plan for Success in Iraq.” The study calls for a large and sustained surge of U.S. forces to secure and protect critical areas of Baghdad. Mr. Kagan directed the report in consultation with military and regional experts, including General Keane, former Afghanistan coalition commander Lieutenant General David Barno, and other officers involved with the successful operations of the Third Armored Cavalry Regiment in Tal Afar. An interim version of the report was released on December 14, 2006.
At this event, Mr. Kagan and General Keane will present their final report, which outlines how the United States can win in Iraq and why victory is the only acceptable outcome.
"Sustained surge" is a pretty sweet oxymoron.

"Choosing Victory" is pretty sweet too. So I guess up until this point we've been "choosing failure".
Let's bring democratic war crimes trials to all those who insist they are bringing freedom for democratic values to Iraq...Mccain, lieberman, w., wolfowitz, cheney, rice, ou
In my own private wankfests, I too have large and sustained surges. My advice to those near this mega event is to carry scuba gear in your car.
I have said before, but it's worth repeating: the small size of this surge dooms it. Not only would an effective escalation have to be bigger by a factor of ten or so, but this pitiful surge tells our enemies that we are at the end of our resources. Especially because it seems likely to exist to some extant only on paper. (I can just see them processing all incoming troops one day early to put them in the previous month or year, while delaying the processing of outgoing troops one day to put them in the following month or year.)
Up next, the Bush Administration's new fiscal plan:
"Sustained Splurge: Choosing Wealth and Privilege in America."

1960 900
1961 3205
1962 11300
1963 16300
1964 23300
1965 184300
1966 385300
1967 485600
1968 536100
1969 475200
1970 334600
1971 156800
1972 24200
1973 50
The large and sustained surge is right on schedule.
I think the medical term for 'sustained surge' is priapism. If you are a giggling boy or Joe Lieberman it sounds cool until you hear about the ruptures and impotence that follow.
Jerry,
If your surge lasts more than four hours, contact a physician.
I might add that that the only possible steps after the "surge" would be a.) withdrawal and b.) escalation while putting the US on a serious war footing, with a draft, the declaration of some kind of state of emergency, and the use of the powers of the state to enforce consent. Bush has a lot of emergency powers he hasn't even used yet.
Straussians despise the Weimar Republic for the legalistic weakness which made it impossible for the government to suppress the Communists and Nazis. They would favor more aggressive actions against war resisters of any kinds, as would the non-Straussian authoritarians within the Republican coalition. To the Straussian, the word "populist" translates simply as "Nazi or Communist". Popular movements should have no impact on policy except through elections (if even then).
Well, the AEI on Friday will likely have more warmongering scum than the dock at Saddam's trial, which is quite the achievement.
It's quite simple, move everyone in Iraq into Bagdad. How else will this surge control the whole country? Morons.
"victory is the only acceptable outcome"
More Green Lantern-like thinking--willpower, the key to victory. We will win because we will not accept any outcome other than victory.
Reality, of course, sometimes hands us outcomes we would prefer not to accept.
How Orwellian to call escallation a surge.
I would have gone with "Choosing Victory: This Time for Real!"
You know, if they'd have added "throbbing" to "large and sustained" I'd buy it.
Also, JP, I think it's important to add numbers to keep straight the victory choices, i.e., "Choosing Victory IV: This Time It's Personal" or "Choosing Victory VII: The Legend of the Blind Pig." That would help.
"Sustained surge"... that's like the opposite of King Canute trying to hold back the tide, no?
"Sustained surge"? I'm surprised I'm Bob Dole hasn't weighed in on how you too can find out whether a sustained surge is right for you....
I think the last sloganeer just died of exhaustion. Now let us move forward together in Joint Operation Infinite Surge and Enduring Stalemate.
What happened to the Republicans? They used to have genuinely impressive slogans? Did some unheralded genius PR guy die or retire?
I don't understand why the War Party is so unwilling to ask for what it would take to win the war they started.
They never ask for a "permanent surge" of 300,000 more troops into Iraq, national mobilization, a draft, seizure of factories to make war materiel, and raising taxes to pay for it all.
Instead, they offer these pussified half-measures. Another 20,000 troops will not be enough to win, and maybe some of them know it. But that's all they're asking for. It's like they don't want to win, or like Bush, they just want to kick the can down the road for a few more months or years before we are forced to withdraw in defeat. I don't get it.
Suggested anti-surge soundbites: "It's not the troops that have failed in Iraq, it's the president" or "We don't need more troops, we need more leadership".
If the Administration goes ahead with the Surge plan it might be a nice little spike to the heart of McCain's candidacy. McCain was pushing for more troops secure in the belief we wouldn't try it and he could claim "they could have won the war if they had only listened to me" in 2008.
